Your best bet is to contact the breed clubs and ask for details of reputable breeders who health-test their animals before breeding. Be very careful - this is a breed that has been badly exploited in the past (and still is) by unscrupulous breeds, with the result that there are a lot of serious health issues with them; a relatively high proportion don't live as long as they should, which is heartbreaking for their owners.

Jeangenie is right cavaliers are very easily found in local papers etc etc but a high proportion of these are sold by puppy farmers. Ensure that you read all the testing that is required and contact the breed club for a list of reputable breeders.
