What should the accepted thyroid levels be in dogs?

they vary within a normal range (don't know what they are) but I know that low normal in Northern breeds like mine can still be under active.

Does this mean anything: Canine T4 normal (ug/dl)        0.8 to 3.9
                                                             (nmol/L)      15 to 50
