This dosn't actually affect me but someone asked and I didn't know so....

If someone else walks your dog and does not pick up it's mess, who would be fined you or the walker?

I would have thought the walker but then say the walker is a child? Anyone know?

Children should not be walking a dog, and those over 16 would be liable or the parent of if they are a minor.  It is the person in charge fo a dog and allowing it to foul without picking up.

mmm wonder how many people know that?

As for the children I'd have to disagree it depends on the child, place and dog. I'd hate to think the days of a person under 16 being able to go off on their own with a childhood four legged buddy are gone.

The other night my son told me that a neighbour has had a go at my son for letting our dogs go 4 a no 2 on the grassy verge outside his property . Funny really because when I have seem this same neighbour he says hello nice as pie to me ? I know the owners in question who do let there dogs go 4 a no 2 where ever and he is a local magistrate, His dogs did start doing it around my car until i became like super sleuth and every time i heard them [they bark like crazy] when they are let loose out of their yard i would wonder out side pretending to get my cats in it suddenly stopped around my car then.

Why not have a word with your neighbour? So long as its not actually on his property but on the highway (the grass verge forms part of this) and its picked up, then there shouldn't be a problem unless this person dislikes dogs then its a neighbour issue and maybe it would be better to not allow the dogs to use this bit for good neighbourly relations?

As to children walking dogs, I'm inclined to agree it depends on where they are walked, the dog and the child. Only problems I could foresee is if the child is unable to control the dog in any situation, and how responsible they are generally, and are they old enough to be out alone with a dog. Would they be distracted by friends, if another dog snapped at theirs could they cope with this situation. Is the dog well trained and steady. I quite often see an older crossbreed being walked by two children, along our lane and in the field that is criss crossed with footpaths and it looks great to see them.

We're lucky to live right next to some woods , old rail way track thats now a path so a very quiet road as not tarmaced outside my house.
My son is very mature for his age and a big lad generally about 5 11 and 14 stone he's going to be 15 this year so not a kiddy at all. l've never let him take them down the town, I would never allow that as my dog a bull terrier- it never looks right having kids/ teenagers running about the streets plus other boys might give my son a hard time because of snoop.
My neighbour- I think he has a problem with kids? My dogs have never used that area as a toilet anyway and it is not his land either .
