I think it is acceptable to pts a rescue dog if there are a number of factors which include illness or severe behaviour problems. I think each case should be based on its merits. 

Maybe some of the very strict re-homing rules could be relaxed somewhat and the dog re-homed per its needs rather than a blanket policy.

Surely the issue is more about irresponsible dog ownership and the fact that there seems to be nothing to stop the dog population spiralling out of control. The fact that anyone can breed any dog that they fancy with no research or regulations is just going to make it worse.

I totally agree :-)

If it were harder (regulated via the need for a lisence) to get a dog it may help cut out irresponsible owners and the subsequent demand for dogs bred willy-nilly.
