I have a 8month old Cavalier who seems to be pulling and tugging on the bottom of my trousers on random occasions. As he does this pulling and tugging, he growls, whines, cries, barks-but has a fast wagging tail. If i ignore him, he wont stop but If i leave the room, he lets go as I approach the door and when I return, he comes back to lick my feet... I dont think he is trying to tell me anything or attempting to take me somewhere.. WHATS GOING ON!   :-(

Why is he doing this? What do I do to stop this?

He loves you, he's playful, he has boundless energy that needs channeled and he's a puppy!!
Replace, distract, diffuse this (quite normal) demanding behaviour you don't like with something you do....ask for a trick (sit/ stand/ down) give a reward and treasured toy.
Keep special toys like the plastic washing liquid balls for distraction and watch him diffuse his energy, then cuddles and peace.
Hope this works...... there seems to be a cavalier uprising :-)

I have never heard of Cavalier anger!!

You have a normal playful puppy that needs direction training and learning appropriate play by the sounds of it. :-)
If life was a Lickathon, flatcoats would win. :-)
