This is probably a silly question, but could someone who's familiar with this book let me know if they think it's appropriate for a child to read, or if it would be (probably) too high level?

Alternatively, are there any books which would be suitable for a 10 year old who is about to get their first puppy.

I'd say it's fine for an intelligent 10 year old. It doesn't go into long technical screeds; the language is simple and straightforward and it's well illustrated.
