One sometimes hears horror stories about about puppy buying experiences, sickly puppies, poor breeding practises etc. There was one such thread recently and right at the end the person said it was a chihuahua she was buying. It sadly seems to be one of the exploited breeds.
If no one on here can recommend an actual breeder you might try looking at recent show results to see which breeder names crop up regularly. It may not be the whole answer but could give you a place to start, in conjunction with the breed clubs.

You should, with a bit of reading, be able to identify who is doing well and these sites will also give you information about upcoming shows that you can visit. If nothing else you'll get a feel for what you like. Even if you aren't looking for a show dog you'll be getting a sense of what the breed standard actually looks like in the flesh and of course not all puppies born to show parents will be suitable for the ring anyway.
Whilst you are doing your research have a look at what health checks to ask about and how to spot a puppy farmer - it could save you money in the long run. Good luck
