There are still problems bringing in this legislation as seen in this morning's Western Mail.  How is this going to be enforced? - of course that is always the problem with this.  It needs people to snitch on other people - taking photographic evidence - not that I have ever seen anyone use one of these.  Just thought some of you may have thought that this legislation is already in place - seem to remember it being mentioned before - but it hasn't got there yet.

The Kc have issued a statement today saying the collars are now banned in Wales.

Unless the AMs have passed it today then it is as the article says - a planned ban.

The comments are interesting; however I still think the ban will go through.
I mean, how are lots of things enforced? There are lots of laws that are not easy to enforce and that
rely on the public to report the problem.

I would certainly report anyone using a shock collar if it was against the law.

Certainly if I knew that was what they were using - however it is not easy to know that either.  Someone I know had a collar on their dog and I asked what it was.  She said that it was a spray collar.  The dog had bad recall and if it wandered too far she would give a remote squirt and the dog would come running. 

It sounds as if it is just a formality for the law to be rubber stamped by the Assembly now but it is in the paper again today with the police and local authorities asking how it is going to be enforced.  Hopefully the fact that it is against the law will make people think twice before they buy one.
