what is the bill called which is specifically aimed at controlling commercial kennels

Please define what type of kennels to which you are refering, boarding- rescue-breeding-show are all kennels which cater for different needs.

Further to my last posting boarding kennels are regulated by "The Animal Boarding Establishment Act of 1963
there are also :-
Pet Animal Act 1951
Protection of Animals( Cruelty to Dogs) Act 1933
Protection of Animals (admendments) Act 1954
Protection of Animals (Cruelty to Dogs)(Scotland) Act 1934
Protection of Animal Act 1911
Disease of Animal Act 1950
Huddersfield Corporation Act 1956
And to top it all there are new guidlines called:-

Model Licence Conditions For Dog Boarding Establishments
General Guidance for Operators and Inspectors of Dog Boarding Establishments
and the same again for cats

Then there are all the health and welfare acts
the employment acts
3rd party liability acts

All of the above do have to be in some way or other obeyed if running commercial kennels so take your pick.

Do you mean the "Breeding of Dogs Act"? This is what it was called and then the rules and regs for the act were revised last year, but I think it is still called "The Breeding of Dogs" act. If you want a copy, you should be able to get one through your local dog warden ( via your local council)or ring the Kennel Club and they will give you a contact no. to obtain it.

As you see I am only quoting for boarding establishment and as you rightly point out there must be other regulations concerning other business.

The breeding and sale of dogs (Welfare) bill, I think it was called. Came in force on 1st of Jan 2001, and sets rules for commercial Kennels, deemed to be those that breed five or more litters of puppies, or any others deemed by the local Authority to be commercial. the last bit was added by the Home Office it seems, after all the work that had been done to try and distinguish between Hobby Breeders and those breeding for commercial gain. So now there is still a chance that breeders of fewer litters will be deemed commecial by their Local Authority!
